Abstract

Eskom, a South African electricity generating company, is investigating a number of alternatives for potential future generating plant, including nuclear power. They invested R resources in the development of the South African Pebble Bed Modular Reactor (PBMR). A licensing framework needs to be developed in order to make commercialisation of the PBMR technology a feasible option. The licensing framework is regarded as a system that is composed of components, attributes, and relationships. This paper analyses the context in which the PBMR would operate and suggests a knowledge base that could be used in the development with the objective to provide a framework for the development of the licensing requirements. A central theme of the Licensing Framework is the use of systems engineering as a technique based on sound scientific and engineering judgement to define areas of concern.
